Editorial summary

The method identifies a candidate file format from its bytes, then checks metadata compatibility before selecting a processing route and resource limits. A controlled matrix of 60 conflicting-input scenarios produced the expected blocking. The result supports explicit file-processing rules; it does not measure identification accuracy across naturally occurring files.
